The E Cubed Company employs a variety of staff that offer wide expertise in the energy industry. Professional Services are provided by Ruben S. Brown, Arthur W. Pearson, Charles P. Pray, additional associates and allied joint venture personnel are outlined below.
Ruben S. Brown, President
Ruben S. Brown has participated in the restructuring of competitive retail and wholesale energy market throughout the region northeastward from Virginia since the early 1990s. His current or recent clients are active at the forefront of market development in wholesale and retail electric, gas and energy service markets from Atlanta, Georgia to Boston, Massachusetts.
He works on specific site and market niche applications as well as the design and negotiation of entry into whole markets and segments of those markets, for example New York's System Benefits Charge (SBC) funded market ($250 M/Yr.) administered by the New York Energy Research and Development Authority (NYSERDA).
His clients have ranged from large generators to smaller distributed generators on the one hand and from large and small end-users to marketers and Energy Service Companies (ESCOs) on the other hand. Several major natural gas suppliers have employed his assistance in moving into electricity markets, including retail markets. One of those companies has now also become the largest independent wholesale generator in New York State with assets concentrated in Southeastern New York.
He represented the competitive ESCO industry in negotiating the design and implementation of New York's retail and wholesale markets. He has helped clients evaluate and enter into retail and wholesale markets in New England, New York and the Mid-Atlantic States, including for example, the Apartment and Office Building Owners Association of Greater Washington, DC. Because of his assistance, some clients have concluded that limited market entry into particular markets was wise at a given time. Others obtained and maintain substantial market share.
RECENT ENERGY EFFICIENCY, DISTRIBUTED GENERATION, COMBINED HEAT & POWER, AND POWER PLANT DEVELOPMENT CLIENTS
Mr. Brown's and the firm's recent Combined Heat & Power (CHP) and distributed generation clients have included: Joint Supporters (voluntary association), Equity Office Properties Trust, American DG, Northern Power, RealEnergy, Fairway Markets (a metro NY regional food chain), Red Hook Stores (redeveloping and repowering 145 year buildings on the Brooklyn Waterfront, the Boston (Massachusetts) Public Schools, Monroe Co. (NY) NewPower, (interconnection contracts for two 5 MW sites), a series of schools, hospitals and others end-users, Siemen's Building Technology, Allied Utility Network, LLC, (90% owned subsidiary of Cobb Energy operator of the second largest Electric Membership Cooperative in America), and its subsidiaries Allied Energy and RETX, several of the KeySpan Energy affiliates, a variety of OEM manufacturers of on-site generating equipment (Tecogen, Coast Intelligen, Hess Microgen, Capstone, Ingersoll-Rand), the National Association of Energy Service Companies (NAESCO), the American Council for Energy Efficient Economy (ACEEE).
In addition, E Cubed working with Allied Energy and 1st Rochdale Cooperative has prepared a 79.9 Megawatt power for development within New York City by 2007.
PRIOR BACKGROUND
Mr. Brown has spent much of the last 20 years evaluating power purchase contracts, power plants and power plant technology to determine reliability, competitive market prices, avoided costs, condemnation values, and the costs to commercialize new installations and new technologies including distributed generation technologies. In 1990 to 1992 he advised an Indian Tribe (Canadian First Nation) on the economic factors that ultimately led to the cancellation of bulk power contracts from Canada in favor of power plants, conservation, and distributed generation in New York State that saved New York consumers more than $13 billion over 20 years. Before founding The E Cubed Company in 1989, Mr. Brown evaluated and built power projects for his own account (1984 to 1989) and devised IPP, SPP and on-site generation strategies for power plant developers (1984 to 1989). In his thirty years in the energy sector he has evaluated and facilitated (or abandoned) more than 250 discrete projects for end-users, developers, suppliers, and operators, ranging from micro-systems and alternative technologies to power plants over 2,000 MW.
Prior positions include: Director, Center for Regional Technology, Polytechnic University (1975-1980); Executive Director, and Vice Chair Council on the Environment of New York City (1973-1977); Project Manager, National Research Council (1971-1973); Project Research Staff Director, MIT Sloan School of Management (1969-1971).
Mr. Brown was educated at the University of Texas and the Fletcher School of Law and Diplomacy, Tufts University.
Arthur W. Pearson, CEM, Director of Project Operations
Mr. Pearson joined E Cubed in July 2003 and has been involved in numerous aspects of the energy industry for the past twenty years. Mr. Pearson began his energy career as a rate analyst with National Utility Service (NUS). While at NUS he developed numerous energy purchasing strategies for Fortune 500 firms across the country, which resulted in millions of dollars in savings and where he negotiated some of the earliest direct access gas contracts in the country. He then joined Information Control Corp, a leading telecommunications analysis firm at the time, where he established the energy analysis department for ICC.
Mr. Pearson went on to become one of the initial employees in MetLife's Corporate Property Management group, which was charged by MetLife with overseeing the third party management firms retained by the company to manage their multi-billion dollar investment real estate properties. Mr. Pearson was responsible for managing all major energy projects at these properties, (class A office buildings, retail malls and multi-family residential complexes). This work included such projects as lighting retrofits, chiller and boiler plant retrofits and, energy management system installations. Mr. Pearson also developed the RFP's and the laid out the initial terms used in the purchasing agreement developed for the earliest deregulated electricity purchases made by commercial properties in California. These documents then formed the basis for the RFP's and agreements used by MetLife throughout the country as states deregulated their electric utilities. During this time Mr. Pearson was directly responsible for well over $10 million in savings at MetLife properties.
For the past few years Mr. Pearson has been responsible for developing energy engineering projects, first for KeySpan Business Solutions then most recently for Invensys. These projects ranged from boiler and chiller plant retrofits to energy management system installations to cogeneration systems. Mr. Pearson was responsible for developing the distributed generation/cogeneration line of business for Invensys where during his time there he developed projects ranging in size from just under one megawatt to four megawatts in size.
Mr. Pearson graduated with honors from the Bernard M. Baruch College of the City University of New York in 1976. Shortly after joining the Association of Energy Engineers in 1995 he became a Certified Energy Manager and in 1998 received their designation as a Certified Energy Procurement Professional.
Charles P. Pray, Consulting Associate
Mr. Pray served in the Clinton Administration in the Senior Executive Service at the U.S. Department of Energy as a Special Assistant to the Assistant Secretary for Congressional & Intergovernmental Affairs as a senior advisor on state government issues and political affairs from 1993 to 2001. He promoted the Administration's policies, legislative initiatives and budget requests with Congress, Governors, state legislators, and local government. He served as liaison with the National Governor's Association, the National Conference of State Legislatures, and the National Association of State Energy Officials, and other national organizations, tracking legislative and political activities in energy matters at the state and regional level. He served as policy advisor, formulating programs and fostering political and public policy relationships. Pray worked on a range of issues including nuclear waste, energy efficiency and weatherization. He assisted in the Administration's response to heating fuel shortages and the Northeast Regional Petroleum Reserve.
Charles Pray is a former State Senator, serving nine terms in the Maine State Senate from 1974 through 1992, serving in a leadership position in seven of his nine terms, including two terms as Assistant Minority Leader, a term as Majority Leader, and four terms as Senate President. Pray was a leader on a wide range of legislative initiatives including the Maine Industrial Development Act, Maine State Energy Plan, Hydro Re-Licensing Act, and Maine Governmental Reform Act. President Pray was active in a number of national organizations including: The National Conference of State Legislatures; The New England Leaders Caucus; The National Association of Lieutenant Governors from; and The Council of State Governments.
Mr. Pray graduated from the University of Maine, with a BA in Political Science.
Acres International
The Acres Group of Companies of Ontario, Canada provides consulting services for the planning, engineering, delivery and management of physical infrastructure in North America in power and other sectors. Its U. S. subsidiary, Acres International Corporation, of Amherst, New York, provides single-point responsibility, shortest possible schedules, reduced costs, value engineering and ease of financing. Its asset management group offers the optimization of asset operations using advanced information technology and technical expertise. The Acres Management Consulting group provides advice on ownership issues in the energy, electricity, and other sectors.
ALLIED Energy Services LLC (AES)
ALLIED Energy Services LLC (AES) of Conyers, Georgia was formed by Cobb Energy. The deregulation of the electric power industry has created opportunities for AES to: (1) help load serving entities (LSE) solve their transmission, distribution and reliability problems and (2) provide their customers with more and better options to manage, protect, and improve the quality and reliability of their electric power and lessen the impact of ever climbing charges. AESŐs portfolio includes five conventional, alternative and hydrogen-based energy projects totaling approximately $250M located in New York City, Georgia and Central America, including two projects with E Cubed.
Energy Concepts Engineering, PC
Energy Concepts Engineering PC of Rochester, NY is a Mechanical, Electrical, Plumbing, Energy and Controls Engineering Firm that provides a unique approach to Consulting Engineering. Its primary focus is to provide energy and financially conscious design services as an extension of other corporations: Performance Solutions Providers, Architects, Contractors, Direct Owners and other Engineering Firms. This is a profoundly different approach from conventional firms. Energy Concepts has interacted with E Cubed on five of the more than 30 smaller generator projects that it has assisted in the Northeast.
Prime Directions, LLC
The principals of Prime Directions, LLC, Boston, Massachusetts provide substantial experience in the development of energy services and businesses. Comprising former executives of Boston Edison, they are especially skilled in due diligence and setting up doable businesses and projects. They have teamed with E Cubed since the mid-nineties on multiple projects.
